Acting Police Commissioner Aporosa Lutunauga has emphasized that the proposed reforms to the Fiji Police Act of 1965 focus on modernizing the law rather than merely altering existing regulations. According to Lutunauga, the aim is to introduce new legislative tools that will enable the police force to operate more effectively and safely in response to contemporary challenges.
The reforms are set to include crucial provisions for utilizing DNA evidence, implementing compulsory drug testing, employing breathalyzers, and enhancing digital forensics capabilities. Additionally, the proposed changes will address emerging crimes, including human trafficking, transnational offenses, and drug-related incidents. Lutunauga highlighted the necessity for laws that equip the Police Force to confront both current and future security challenges.
Reflecting on the rapid advancements in technology and the evolving nature of crime, Lutunauga stated that updated legislation is essential for maintaining effective police service delivery. Legal consultant David Solvalu mentioned that the review process has been consultative, engaging with stakeholders to understand their needs and issues related to the law.
Solvalu noted that after gathering insights, a discussion paper was developed outlining the identified issues. The final draft of the proposed reforms will be submitted to the cabinet and parliament for further examination and dialogue. The submission will first go to the legislative subcommittee of the cabinet, and if it receives endorsement, it is anticipated to be presented in parliament within the next year.
These proposed reforms aim to modernize the Police Act in alignment with current law enforcement practices, while ensuring that transparency, accountability, and public trust remain central to policing in Fiji.
