The Philippine Coast Guard has expressed gratitude for the assistance rendered by the Chinese Navy to a distressed Filipino fisherman on Christmas Day, but also raised concerns about the circumstances under which the Chinese vessel was operating within the Philippines’ exclusive economic zone (EEZ). On December 26, Commodore Jay Tarriela of the PCG stated they appreciate the “humanitarian gesture” yet hope it will not be used as propaganda by China amid ongoing territorial tensions in the South China Sea.

The Chinese embassy in the Philippines shared footage showing personnel from the People’s Liberation Army Navy (PLAN) providing bottled water and snacks to the fisherman, who was reportedly stranded for three days due to engine failure. This incident occurred approximately 71 nautical miles off the coast of Zambales, an area firmly located within Philippine territory according to Tarriela.

While the Chinese embassy highlighted the rescue efforts, Tarriela challenged the narrative that the fisherman, identified as Larry Tumalis, had been adrift for three days. He clarified that Tumalis, who was rescued by the PCG, was safely moored near a fishing device and was waiting for his larger vessel to pick him up after being out for less than a day.

Despite the challenges posed by foreign vessels in Philippine waters, Tarriela’s comments drew a comparison to previous aggressive actions taken by the China Coast Guard against Filipino fishermen. He underscored the need for acknowledgment of the rights of local fishers to access their traditional fishing grounds without fear or harassment.

The incident follows ongoing disputes between the Philippines and China regarding territorial claims in the West Philippine Sea, an area that includes the Scarborough Shoal, or Bajo de Masinloc. The Philippine government, under President Ferdinand Marcos Jr., continues to advocate for fishermen’s rights and stands firm against China’s expansive claims that contradict the 2016 arbitral ruling, which upheld the Philippines’ EEZ.

Ultimately, despite expressing caution over China’s motives, the Philippine Coast Guard remains steadfast in protecting its fishermen and asserting their rights in the region. This incident could serve as a reminder of the importance of cooperation and respect for sovereignty amid complicated international relations.
