The Civil Aviation Authority of Fiji (CAAF) is facing significant challenges in reaching full staffing levels, primarily due to escalated training costs and a limited pool of qualified professionals. In its recent presentation of the 2024 Annual Report to the Standing Committee on Social Affairs, CAAF announced that it currently operates at 95% capacity, with five positions remaining unfilled.

Sereima Bolanavatu, the Executive Manager for Standards and Compliance, highlighted that many skilled aviation professionals are often drawn to private sector roles, which typically offer more competitive salaries than those available at CAAF. “This is one of the challenges we face in reaching a full staffing level at the authority. However, we offer other attractive benefits, including flexible working arrangements such as remote work,” she explained.

In addition to flexible work policies, Bolanavatu noted that CAAF is committed to providing professional training opportunities for its employees. “Our training plan is structured to prioritize what can be offered each year. We aim to fully implement the plan by the third year for any new staff member,” she stated.

Niroshana Perera, Executive Manager for Corporate Services, acknowledged the ongoing recruitment challenges at CAAF. Despite multiple advertising efforts, the authority has struggled to find suitable candidates for its vacancies. “We are not just looking to fill the positions; we want to ensure we have the right person in the right role,” Perera emphasized.

To counter these staffing issues, CAAF has sought assistance through international scholarships and fellowship programs offered by various countries, including Singapore, Japan, the Republic of Korea, and the United States. This approach reflects a proactive strategy to cultivate a skilled workforce capable of meeting the demands of the aviation sector in Fiji.

As CAAF navigates these staffing hurdles, its focus on professional development and international collaboration could position it well for future growth and stability within the industry.
